Missing Users on the Timesheet Report

By default, users without any worklogs are not displayed on the timesheet. However, you can include all users by using the Teams feature.

Simply configure your Teams and then filter for the appropriate Team. All team members will be displayed regardless of whether or not they have worklogs in the timeframe.
